I keep thinking about those children, your niece and nephew. Can you help the older one memorize your phone number or write it on the tag of a teddy bear or something and teach him or her how to call you collect? If the number is too hard to memorize, can the child know your last name and town by heart, and be taught how to call the operator and be put through, collect? You'd have to make sure that can still be done with all the modern "conveniences." I know you said the mother has the children brainwashed that they can't call 911, because that would mean she would go to jail. I know we are all praying for you and those children.
Maybe you could make the number up into a song, to sing silently to himself over and over everyday.
There has got to be a way that those poor babies don't just fall through the cracks.
