LOL .. I know I'm someone who has mentioned it, basically what has happened is it's a Lindsay Lohan special is what I call it. It is used for a number of things, there are one's like hers that monitors drug and alcohol use. They can also be used for house arrest that you can't go so far from the base. At this point at least in the state I'm in they are being used for anything that involves alcohol or drugs, instead of posting bail this is what is required. It of course is not free however it keeps the jails from being over crowded while still providing some kind of monitoring. It's also used in domestic violence situations as well.
